yes, buy out. You need to be in an npc corp. I have isk ready, although I do need to biomass a toon on my account b4 you can transfer. But first things first, you need to be in an npc corp.

Sorry. Neither the standings or the skills to run lvl4s or do much of anything. It would make a good character to build off of, but I'm looking for something more complete. Please keep showing me stuff :)
